Federal Requirements
The monitoring priorities and indicators of the Office of Special Education Programs (OSEP) State Performance Plan/Annual Performance Review (SPP/APR) mandate the gathering of data “Effective General Supervision” under Individuals with Disabilities Education Act (IDEA) in the areas of Child Find and Early Childhood Transition. To meet the requirements of the SPP for Child Find and Early Childhood Transition, data will be collected for events that occurred between July 1 and June 30.
The SPP Monitoring Priority Indicator for Child Find (Indicator 11) is defined as the percentage of children with parental consent to evaluate who were evaluated within 60 days (or State established timeline). The specific reporting practices require that data must include “the range of days beyond the timeline when the evaluation was completed and any reasons for the delays.”
The SPP Monitoring Priority Indicator for Early Childhood Transition (Indicator 12) is defined as the percentage of children referred by Part C prior to age 3, who are found eligible for Part B, and who have an IEP developed and implemented by their third birthday. The specific reporting practices for late transitions require that data must include “the range of days beyond the third birthday when eligibility was determined, and the IEP developed, and the reasons for the delays.”
Georgia Board Rule 160-4-7-.04 EVALUATIONS establishes the State’s regulatory requirements for this collection. A copy of this board rule is included at the end of the Timeline section and on the GaDOE’s Division for Exceptional Children Implementation webpage. These requirements apply to all children for whom an evaluation is requested, regardless of whether the student is enrolled in an LEA.
The Timeline Summary is completed via the MyGaDOE web portal in the Timeline application inside of the Special Education (SE) Applications Dashboard. This application opens for viewing in May and approximately 10 days prior to July 31st for data submission. To meet the requirement for timely and accurate reporting, data must be submitted on or before July 31st for all parental consents to evaluate received on or prior to June 30 of the current reporting period, including consents reported in a prior year as not yet completed and not yet due.
The following evaluations will be included:
- Evaluations completed (with parent consents for evaluations received on or prior to June 30th of the current reporting year) and not already reported in a prior year as completed will be reported.
- Evaluations with consent received before June 30 that are NOT completed and NOT due until after July 31 will be reported. However, the LEA will be responsible for locally tracking these students to completion in the next school year. These students will be subtracted from your timelines submitted July 31 following the most recently completed school year.
For example, for the school year 2024-2025 which ends June 30, 2025, the submission date is July 31, 2025. LEAs will report te completion of these evaluations in the next Timeline submission on July 31, 2026.
- Evaluations with consent received prior to June 30 that are NOT completed and overdue by the submission date of July 31 will be reported and counted late in the currently reported submission.
In addition, data must be submitted on or before July 31st for all Babies Can’t Wait Transitions whose 3rd birthday falls between July 1 and June 30 of the current school year.
Where does the data come from?
LEAs maintain a lot of initial referrals to special education and completion dates. The date-based, auto-calculation spreadsheet was provided to LEAs from the GaDOE for LEAs that opted not to use the state-provided IEP platform (GO-IEP). The spreadsheet tracks the number of parental consents for evaluation and the number of evaluations completed on time. If evaluations were completed late (based on the 60-day timeline), the number of days late and reasons and exceptions for lateness are also collected in the spreadsheet. For LEAs that opted to use the state provided IEP platform, this information was generated within the IEP Platform and shared to the Timelines application.
How is the data used?
Both the SEA and the LEA should use the data collected in Indicator 11 and 12 to inform them about their policies, practices and procedures and monitor their implementation of IDEA with regards to Child Find and the Transition from Part C to Part B. It is also used for Indicators 11 and 12 in the SPP/APR for each LEA and the SEA. Data Trends, as reported on the GaDOE website, provide information regarding Indicator 11 and 12 by individual LEAs and for Georgia.
