LEAs with Disproportionality 

Notifications 

LEAs are notified in the SE Application Dashboard when the data is loaded for viewing. Then LEAs receive an email informing the Superintendent and Exceptional Student Director of the Disproportionality Determination. TLEAs that are disproportionate, the district liaison (DL) calls each LEA in his/her region to discuss the process and any questions the LEA may have. The DL also provides compliance review forms, links to upcoming compliance review webinars, information about critical dates, links to recordings for compliance review, and labeling guidance. 

 

Disproportionality Compliance Review 

Each LEA with disproportionality determination is responsible for completing a disproportionality compliance review form. This form is a self-rating of each LEA and requires uploading specific information for GaDOE monitoring. This form will be provided by GaDOE staff with detailed instructions on how to complete the form and required records to submit. LEAs must meet required deadlines for uploading completed documents.

A review of the LEA’s written Policies, Practices, and Procedures, Professional Learning and Supervision and Monitoring requires uploading the following documents.

Once the LEA self-rating form has been completed, upload the self-rating form and all supporting documents in the Disproportionality Application within the GaDOE portal. Select the upload document link to navigate the tab to upload files.

Labeling Guidance for Compliance Review 

Each LEA must use the following guidance to ensure all files are properly labeled. “CR-Dispro Area- Additional Evidence” and “CR-Dispro Area- Student Last Name, First Initial- Additional Evidence” are highlighted simply to emphasize its existence for documents that do not fit any other category. Please only use the label for any documents that are not specifically one of the other document types listed. The charts below proper labeling guidance for required document upload.

GaDOE’s review of Compliance Review Documents 

GaDOE staff review all the required evidence and documents for each specific type of disproportionality. DLs will use the GaDOE Compliance Review Form to document compliance or noncompliance for each indicator. LEAs have until the deadline to submit all evidence and documents.  

 

LEAs will receive notification via email and the portal, and they will also be available in the Disproportionality application in the SE application dashboard found on the GaDOE portal. The State Special Education Director will send the LEAs notification containing one of the following: 

  • All policies, procedures, and practices are compliant, but the LEA will need to reserve the maximum amount of funds (15%) to provide Comprehensive Coordinated Early Intervening Services (CCEIS) and complete the CCEIS budget. The LEA will be required to address disproportionality in their Consolidated Application. 
  • All policies, procedures, and practices are not compliant. This noncompliance must be corrected, as soon as possible, but no later than one year from this notification. The LEA will be provided with the results of the compliance review and a corrective action plan. LEAs must complete the Corrective Action Plan by a set deadline. Additionally, the LEA will be required to address disproportionality in their Consolidated Application.
