Hospital/Homebound FAQ:


Please refer to the attached definitions and rules regarding Hospital/Homebound services.

The following is additional guidance on how to reflect those services in the IEP and how to report the special education services for FTE. 


If a student requires temporary or long-term hospital-homebound services, but is expected to return to school, the IEP should be amended to reflect the provision of HHB services. Services that were in effect prior to the HHB services should be deleted or should reflect an end date based on the date those services ended. The IEP committee will determine the IEP services that should be provided by special education staff while the student is in the hospital or is homebound. Those services should be written into the IEP with appropriate start and end dates. When the student returns to school, the IEP will need to be amended again to remove the HHB services and add the services that the student will need upon his return to school. For FTE purposes, if a student is receiving regular HHB services on FTE Count Day, the minutes and hours per week should be reported as the minutes in effect prior to the start of the HHB services. The Environment Code should reflect HHB environment. (Note: For GO-IEP users, this will need to be an override of the minutes per week and the hours per week which the GO-IEP FTE report will generate.)


Some students may require intermittent HHB services on as “as-needed” basis throughout a school year due to a chronic health condition which may cause the student to be absent a total of 10 days during the year, with multiple absences of at least 3 consecutive days. If a student requires intermittent hospital-homebound services, the IEP should be amended to reflect the provision of HHB services. Services that were in effect prior to the HHB services should not be deleted or amended to reflect an end date unless the IEP committee determines those services need to be changed. Additionally, the IEP committee should determine any services that should be provided by special education staff intermittently during the year when the student is in the hospital or is unable to attend school. Those services should be written into the IEP reflecting a start and end date for Intermittent HHB services for the current school year. For FTE purposes, if a student is receiving intermittent HHB services on FTE Count Day, the minutes and hours per week should be reported as the minutes that were in effect on days the student is in school. Intermittent HHB service minutes should NOT be included in the minutes per week or hours per week calculation for FTE. The environment code should reflect the environment code when the student is in school. (Note: For GO-IEP users, the services designated as Intermittent HHB services will not be included in the minutes per week or hours per week calculations which the GO-IEP FTE report will generate. The amount of time calculated in the GO-IEP FTE report should be accurate.


If a student requires services at home or in a hospital setting and is not anticipated to return to school at any point during the school year due to the severity of the medical condition, the IEP should reflect the provision of home-based services rather than HHB services. The IEP committee will determine the IEP services that should be provided by Sp Ed staff. Those services should be written into the IEP as home-based services with appropriate start and end dates. If the student returns to school, the IEP will need to be amended to remove the home-based services and add the services that the student will need upon his return to school. For FTE purposes, if a student is receiving home-based services on FTE Count Day, the minutes and hours per week should be reported as written in the IEP, reflecting the minutes that were in effect in the home or hospital setting. The Environment Code should reflect HHB environment. (Note: For GO-IEP users, this time should pull correctly for the minutes per week and the Hours per week which the GO-IEP FTE report will generate.)
